Lets try and stay within the Constitution realizing that sleeping on public property is a right upheld by the 9th Circuit Court unless there is enough free space in a private setting or public property for homeless individuals. No city in America has the right to restrict a right that is required by the Constitution. That I'm sure includes Colorado Springs.
